I love to read and am constantly reading business, marketing, sales, inspiration, methodology, even real estate investing books.These are three books I recommend that I have read in the last 90 days that speak to all different levels of real estate investor and RE business owner.

You don't state your methodology, but in your article your #1 and #2 top appreciation cities are not in the top 100 in size per https://worldpopulationreview.com/us-cities which means you mix and match (IMO) non-comparable cities. 

@Mario BroughtonYou'll find that most to all of these "creative" ideas and methodologies only work when the conditions/situation is correct. 

My intention is to not initially increase the rent, make some improvements to the efficiency of their HVAC systems (go from ancient oil to high-efficiency gas) and, once I have the work done, increase the rent to compensate.

I'm pretty sure all counties use mass appraisal, so there is hardly a chance that it would use a nonuniform methodology.
