We finally ironed out our differences, but it wasn't pretty for awhile there, and I always hated having to share the driveway, even though he just barely drove over one corner of my property and his parking was nowhere near that corner.I think in this case, this property is affordable for a reason.

If I am certain that it isn't my problem (ie collapsed drain line or corroded and scaled cast iron) then I pay for the first unclog on a drain and the tenant pays for subsequent unclogs of that same drain.

if its an older home with cast iron soil pipe the soil pipe flange was leaded in and they can deteriate over time and fail.

Chalk it up to a lesson learned - next time pay more attention to those details to use your words.Arguing with HUD is very time consuming and frustrating and rarely turns out positive - I would suggest putting your time into getting your process ironed out to save you $$ down the road rather then spend your time chasing lost $$.Even if you are 100% right I would say you have a very low percentage of getting it turned around - unless you have a great worker - they are rare but out there.
