HUD DENYING RENT ?

Does anyone know if you can appeal a HUD decision to abate a rental payment for a unit not passing inspection in time?
They sent the abatement and cutoff letter to the wrong address so I wasn't aware of the cutoff date. I missed it by 15 days and now they are only paying one half month rent.
I swear I did not recieve a lot of the letters they sent, but supposedly they sent them to the correct address.
I realize I should have been more on top of things by communicating with them and the renter, but I am several hours away.
Just wondering if anyone has run into this?
Does anyone know if you can appeal HUD's decision?
