He referred me to an architect to work on the screening form, floor plans and site plan - Suzanne at sujodesign.comShe came out and looked at the property and made a list of things she thought we could be asked to change:- Blowing in more insulation - she said that there are different requirements for separation of units than for bedrooms added to the living space of a SFR, so we wouldn't know without opening the drywall and ceilings whether it is appropriate for a separate unit.- Ceiling height - there is a bedroom that doesn't have a high enough ceiling at the entrance to the bedroom.

You probably know that there's a notion in Architecture that architects should be broadly experienced and diversely skilled.

A lot of what @Joel Owens said is very valuable, especially about the engineer and architect putting some preliminary plans together.

Find a good architect.

I suggest reaching out to some builders or architects knowledgable in the area.  

You could pay architects and surveyors and find out your development plans won't fly.

As an architect I like the idea of new build and renting in B + area preferrably near larger cities.

I had an architect say that plans can range from $500-$10,000

just google just about any architect in the state you want to build in.. they will have plans on line.just like @Steve StMartin  has shown you Mascord is Or WA architect. so those plans will work in those states. 

Your surveyor can do the entire process, possibly with the support of a Civil and Architect if you get into more of the site plan and design components.
