If you're trying to accomplish the scenario above, keep the application limited to windows/doors/cabinetry/trim/etc...the city doesn't have inspectors for those items.What you don't want to do, is a bunch of work outside the permit and invite inspectors to the property to see what you've done.

This particular build has nice exterior finishes but it does not include insulation, drywall, trim or paint on the lower level and has no second floor whatsoever.

I don't put carpeting in my rentals so unless you have a chewer eating cabinets, doors or trim I think its pretty safe and opens up your tenant pool.
