Put up a camera even if its fake.If you lock the breaker boxes, then you will get a call to unlock it whenever a breaker trips (like when they plug in the hairdryer on the circuit where their microwave is already running).If they are going after the copper, locking the panels won't stop them; you can see holes get punched in walls in lots of places where the copper thieves have hit.

For construction costs I’d factor 200,000 250,000.Things you need to check: Service size of water (might need think of a pressure booster), electrical service panel, spray foam entire home I would recommend closed cell spray foam, since this is higher r value and moisture barrier. how is the structure of the building?
