So if an owner has an issue (water heater breaks, etc) they know who they are dealing with, I know local contractors, etc and no one ever gets put on hold to listen to elevator music or asked to press 30 automated phone selections to get to a live person.

It is allowed in the entire city, as far as "if it works", you'll be hard pressed to find those working really hard on their own to just divulge that.

I also agree with Stephanie although be mindful that some neighborhoods in those areas are blighted and you will be hard-pressed to find quality tenants in those areas.
