Where I am, only the water is attached to the house, so if that went unpaid, I'd be on the hook for it (that did happen once and since then I pay it and the tenant reimburses me).You can also ask them to show you the balance on the utilities when you go to return the deposit after you inspected the property.

With our 203k we were entitled up to $4k (I think) reimbursed for lead paint abatement costs. 

In addition to cash for keys, you can offer to reimburse them for the Uhaul or give them a set amount for moving expenses.

Talk to the repair person and if the damage is due to negligence by the tenant, then have them reimburse you for the costs.
