Another thing I am thinking about is getting pictures, and then writing out the items that need work, putting an upper band figure on it, and then using that in my analysis. 

Your contract better be rock solid and not some 2 page junk construction agreement you find on the internet or from some guru who has never actually completed dozens of construction projects.

In my market it's a mixed bag currently: we still have very low inventory in the entry-level price bands (under $1M) where we are still seeing multiple offers above-ask on any reasonably-priced listing that's in decent condition (I saw one go over-ask by $500k last week with 18 offers!)

I have a place in Little Rock that I pay $1220 a month for the mortgage, and I still owe 25 years on it.
