Do I need locksmith or call HUD for this?

She has given me permission to check it out but I'm not about to look like a burglar and she doesn't have the money to spend on changing the locks or getting a locksmith again.

Some people re-key,  but these locks are so cheap and quick to replace,  that's  what I do. 

My wife and I can pretty much turn something around in a day and that includes painting, cleaning and some minor stuff (i.e. light bulbs, rekeying, etc).So that is the one thing that I really want to dump.

One of my friends changes the pins on locks to rekey them.

They will be familiar with the local requirements, don't just hire a locksmith and cowboy it.In general you can secure the property but you cannot deny access so you will not want to change the locks on all the doors, leave one unchanged to provide access.

We would have to contract trash outs, yard maintenance and a lot of the time contractors to come out and fix what was needed fixing for the home to be able to sell in the next few months (little things like drywall patching, re-keying, etc).

You might not need a locksmith/plumber/mason in the buying process, but I can assure you that you will down the road. - does real estate full time.
