I use porcelain tile from the same store (Floor and Decor) for $.79 per sq. ft.

I haven't used them personally, but after asking around my office and the online reviews, Exquisite Concrete Design seems to be the consensus. http://www.ecdconcrete.com/

For flooring, I recommend going with porcelain tile.

Home Emporium also has excellent prices on porcelain tile, countertops, etc.  

Flange bolts secure toilet but it is important that they not be tightened to much or porcelain could crack.

The ones we used are made out of composite decking.I agree, if your balcony deck us lumber or plywood, you will likely have too much flex for ceramic, porcelain, or stone tiles. 

That 20" porcelain Tile I use in kitchen/bath/utility areas.

Only thing that will is a cast iron or heavy steel with porcelain finish.As to the window the best is raising a small one clear to the ceiling. with NO ledge of any kind for bottle setting. 

Porcelain tile is very tough and cleanable, but will cost more to install.
