You sound very organized for a first-time flipper so it looks like finding that mentor is paying off.

If you live in CA, and your LLC is in OR, you still need to register it in CA and pay the 800 dollar per year LLC tax.

If you own (2) properties free and clear you could simply do a cash out refinance. 

Taxes and requirements should be much lower for a LTR

Best advice to you would be to use that VA loan as many times as you can and buy primary residences for a year, rent them out and then buy something else with the VA!
