This is a very small self storage facility, 22 units, and pretty old, block construction from 1965, not maintained at all, but functional, just everything is at the end of its life re: roof not failing, but not far from failing, asphalt failing, doors are rusty, limited places with vinyl siding is falling off, etc. 

If there are 2 layers on it currently, it the bottom layer asphalt or slate?

If it has asphalt over shake shingles what will they pay? 

Getting some bids (for example, it needs the asphalt driveway replaced and a 25' x 4' retaining wall replaced (currently rotten wood, replacing with concrete blocks/stone face) but hard to know exactly how much $ the repairs would cost (and what he's willing to cover).

The shutoff at the street is buried under the pavement and has never been shut off.When I originally cut into the line the shutoff in my house was already closed.

Tell your PM to let him know you are not paying for damage to his car and want him to pay for damage to your pavement.

The asphalt driveway also needs attention but again it all comes down to what the owner would sell the building for.
