I would be knocking on doors in the HOA asking who the president is and chase them down.

Very astute observations ms beadle, I can see why they elected you President.

The guy never said a word (he is the hoa president).

To me establishing those contacts is a long game.. and when I start with Dan ( my banker ) he had just started his career at first interstate.. then they got bought by Wells I followed him there.. then he went to a local regional I followed him there then he moved to a smaller local bank were he is now head loan officer over all the loan officers in the bank and on loan committee .. when I go to the bank I meet with the president or at least say hi and will go to lunch with him and the head credit officer.. 

My uncle and I have talked to the president of the non-profit and they are interested in selling it, and would take what is currently left on the mortgage for the sale since they would disband the non-profit.

It's not your tax files where you might clean them out after 10 years, they cannot be cleared out.If the HOA is out of compliance I would not buy into the unit and if there and they don't comply with your legitimate requests you'll likely have to sue them.BTW, I used to own a lot of property in Houston TX which has no zoning so everything was in an HOA, I've served on HOA boards and been president of HOAs twice including my current residence in CO.

You are welcome to talk to the neighbors, the grocer, the local mailman, the 2 kids running the lemonade stand, the guys repairing the roads, the stoned high school kids 5 doors down, the pilot who flies a plane over on the daily flight to Salt Lake city or even the president of the local avian viewers club.

However, inventory remains incredibly tight, with only 1.7 months of inventory in Austin and 2.4 months in the greater Austin area (a balanced market is 6.5 months).Steve Crorey, 2018 president of the Austin Board of REALTORS®, said, "In the Austin-Round Rock MSA, price classes across the board are seeing an increase in demand with a decrease in inventory. 

I was an HOA president for a few years and this issue came up.
