I would call the sheriff department first and they may direct you to the court but likely they'll have a process for you to follow.~ Lindsey

The local building department would have nothing to do with the prefab certification process since they are focused primarily on site-built foundations and construction.  

I would depart and demand a refund.

I finally received a demand letter from a "nonprofit attorney" representing the tenant, claiming that the tenant was living in uninhabitable conditions—typical for a non-paying tenant, I guess—and now she wants to "renegotiate" the rent and keep living in the same space.She has been filing complaints with various government departments, but all the cases were minor and have been closed.

But when I’ve called in the past no one seems to have any info on the house sure department and you can only email them.

Also heard it may be good to contact the city zoning and codes department, any thoughts on that?

At the end of the day, as long as you have the zoning you just need to go talk to your city planning/building department and tell them what you want to do.

That is kind of the business the Alabama Department of Revenue is in.
