The key takeaway and most important thing to note is that the reality of the situation is that the vast majority of tenants will pay their rent, and the vast majority of landlords are reasonably well-capitalized and won't go belly up in the first months of this thing. 

In the case of NYC, the entire goal of Cuomo, de Blasio and company has been to destroy the small business and small property owner class in order to hand it over to their fat cat developer donors and buddies.

But once, when I moved to a new neighborhood, some strange lady rang the bell, I opened the front door to see who it is, she demanded to see somebody who supposedly lived there.

It was nothing but congealed FAT, coffee grinds & eggshells all in a 15ft 1-1/2 inch lateral. 

This creates a delay by default (even if it is only hours), and another step that could suffer from a glitch/downed service/etc.(2)  I have read stories about how easy it is for a tenant to reverse the transaction after the deposit is made, and this company's policies have made it very difficult and lengthy for a landlord to fight the clawback.When they deposit funds right into my account (as John does, that acct # is in the lease), once the funds clear there is no opportunity to unring that bell.  I

I certainly don't agree with a Landlord change their fee structure during a disaster so they can continue keeping their wallet fat while their client suffers.
