I guess it depends on the kind of seller you are speaking to and their level of curiosity in how their info was obtained. 

For example, I won't be able to accrue the 750+ hours until the end of the year - does it matter if I acquire the rental property earlier in the year, prior to reaching the 750+ hour total?

Sometimes, hurdles(specific returns) need to be met, or returns are accrued before splits are even put into effect. 

Just out of curiosity, I assume you were the listing agent when you sold the property, given the 3% commission that was paid on the back end.

I'd only owned the place for like a month, but the city was saying that I PERSONALLY owed this and was responsible, including late fees and accrued interest!

For this current environment, if you can find something that yields an average COC of 5-6%, 8% Preferred (accrues), 70/30 split, 2.0x multiple, 15+ IRR, with a hold of 5 to 6 years, that is pretty good. 

Late fees/accrued interest won't get reduced in a straight sale.
