Current property management company has no response to my alarm upon seeing that new tenants have chopped down a (small) tree, removed established bushes in front of the porch, and removed landscaping plants in one area of the yard.

Although I did not take @Julie Kern's full advice on reducing the rehab, I did reduce our scope of work a lot so that hopefully we do not overdo it.Scope:New flooring - laminate downstairs, carpet upstairsNew kitchens & bathrooms - complete gutsNew RoofElectrical work to remove wallNew Privacy FenceSmall things I plan on doing myself:LandscapingPaintWhite wash fireplaceOne thing that is giving me anxiety is the house has those stupid textured ceilings :)  that are harder to get off than normal popcorn ceilings.

Rough Estimate on Repairs (Since I have not done an inspection on the property yet)New Roof: $15,000New A/C Units: $5,000 (Not sure yet how many will be needed hoping its not all 4)Interior Repairs: $10,000 (Drywall, paint, texture where necessary from leaks) New Resurfaced driveway: $7,500 (Hopefully a high estimate)This property is currently bringing in $2100 in while the 4th unit is vacant but has the potential for $2900/month.I am new to this and want to get some other opinions on my best plan of action.
