My experience doing it the old fashioned way has been a lot easier than expected, and pretty damn close to turnkey.

BULLYING is never OK, not in any shape, form, or fashion.  

I can sit here and list the endless development that have been approved all around the city such as the following: the fashion district, the 140M N high street development in Worthington, and so much more.

On top of what everyone else had said, I have an investor who bought a duplex in a better area over there for FAR less and is converting it to an good old fashioned LTR from the room-to-room boarding house it was before.

That said, it sounds like the OP and their team have already been trying for months with many hours on the phone trying to resolve the issue the old fashioned way, and they aren't getting anywhere.

Keep in mind some of those Southern churches are very wealthy and those running it are driving top end cars  50k rolex and wifes decked out in hundreds of thousands of Nice personal jewelry this is what I saw when I worked MS TN and AL.. those Pastors were quite wealthy.

If after that they still don't respond in a timely fashion, call the office and ask for someone who is willing to do so.

However I think your still going to run I to issues getting the work done in a timely fashion.
