With development fees going away or being reduced Jan 1 2020 I believe you would want to wait until the new year BUT you will be required to solar panel the ADU.

Ground up requires solar panels and usually appraise better, but modular homes are cheaper, require less on-site construction (usually 2-3 weeks only), don't appraise as high, and tenants cannot tell the difference.

Thanks Allan,I'm going to look into panelized construction, with the thought that I could have some control and customization of design, but would benefit from the economies and efficiencies of offsight building. 

I installed all new electric, majority new plumbing, split the utilities for both units, new panels, updated the exterior, etc.

I personally got my electrician to check it out and found that my control panel was not getting enough power.

The downside is there is only one electric meter/panel for the whole house and there would be one bill for both units which includes heating/Central AC/electricity and so forth.

I have only used pemb with my builds with traditional metal panels.

We have a panel of Home Inspectors who will be discussing Inspections, as well as answering any questions the audience has.
