Unit electricity and hoa repair issues.

My power is fluctuating and having issues that started Tuesday 11-21-2023. I personally got my electrician to check it out and found that my control panel was not getting enough power. We walked out of my condo to the electrical meters and switch. When tested there was an arc and short. You could see sparks. He said it was a fire hazard and it's the hoa/buildings responsibility to take care of it and he could not work on it. I called the local public utility. They said everything looked fine, and the building was getting correct power. I called the hoa on Friday the 24th to tell them about the issue. Today is Monday the 27th. Nobody has checked the building. I haven't had heat and hot water, and about half the electricity is usable with constant resets. no major appliances work. It's freezing in my condo. 33 degrees last night.

how long should it take for the hoa or condo management to get an electrician out here to check out?

what should I do? I can't live in a house with no hot water or heat. I understand it's Thanksgiving weekend, but certainly there are electricians working? I don't know what to do.
