It is my observation that people will bring a property down to the level they are accustomed to.This contractor insisted that if we did some work (leveling kitchen floor, new vinyl, etc) that he could convince her to clean up her act and do a better job cleaning up.

The only trouble is that there aren't very many lenders out there that work this way, so you may need to seek out private lending sources that will look at deals on a case-by-case basis, and fund based on the merits observed.

The termite damage was on the sill plate and joists that would have been very easily observed (there was a huge hole in the subfloor under the hardwoods) if either the inspector or termite inspector had gone into the crawl space that was acceptable from two locations.

With that said, look at the actual $$$ you are pulling out (and ruining your nice cash flow numbers as you've observed).If you pull out 20% from a rent of 1500/month or 18,000/year, you have saved a whopping 3600...at the end of the year.
