I know the post is her as it is a small area and she is a woman veteran with two kids and the details match.

The woman who heads the building office, don't remember her name, told me that you can get a specialty business license (painter, brick layer etc) and that will allow you to pull your own permit. 

The ones who have been shut down (and their management arrested) were those who, sadly, cram four elderly in a bedroom, paid "nursing" personnel $10 a hour to monitor them and, in one sad case, gave an elderly woman in a wheelchair her shower by rolling her out into the back yard and spraying her down with the garden hose.If I were to consider renting a property to be used as an assisted living facility I would only do so if their contract was with a VA Medical Center. 

And I need to go hunting for a Kaiser (medical facility) cause were taking her mother with us (you know they never warn you that when you leave tha house you just might end up with another older woman than your own mother)!

I have the unit rented now to a young woman who bar tends at a local restaurant and has a 5 year old daughter.

I watched a show once that showed two woman doing a flip on a really old how in bad shape.

It needs work, but It's livable.I put 1k into cleaning it out(40 yard dumpster) and bringing my electrician in to make sure the wiring was okay..I sold it on contract to a young woman for $3,000 down, $40,000 purchase price, at 8% interest over 15 years. 

I know I'm coming to this thread a bit late but as you probably know by now, foreigners (you don't look Thai) are prohibited from buying land in Thailand.
