If you are looking for a general cap rate for different classes within a market you can search for CBRE's North American Cap Rate Survey, but you will need to drill down to the submarket, to get the market sentiment for the area you are looking in.

I would not suggest doing anything that is not allowed - even if inspectors are not 100% sure about the current law, the AIRBNB model is being closely looked at by every municipality big and small with general sentiment from residents and the hotel industry to be against it.
