The problem with brushing it off as "just radiant heat" is that the heat has nowhere to radiate to.

And by way of additional information:- the house already has 3 meters (one for each unit in the house)- it was built in the late 1880s-1890s- all the wiring has been updated including electrical panel- it has hot water radiator heating -- but think there may be electric floorboard heating in the basement unit

You can swim in a pool with fuel rods fresh out of a nuclear power plant sitting at the bottom and so long as you stay a few feet away you're exposed to less radiation than someone walking down the street 1000 miles away.And yes, in this case it sounds like the PM just doesn't want to deal with it and is using Covid as an excuse.

There are other types of heating and cooling like boiler radiator, mini-split cooling and heat pumps baseboard etc but wont go too far into that)  Plumbing is water supply, and then the DWV system or Drain Waste Vent - To drain, pipes need to be vented.
