Add prop tax, insurance, general maintenance/cap ex, P&I, misc and I do not see how any realistic underwriting can show this unit producing an acceptable return.  

Rent ready in leveraged RE in this market does not produce returns that meet my expectations of return for my effort. 

You could get workers for USD $3 per day to cut brush.Local produce is relatively cheap. 

File a police report.

This implies the higher ratio areas actually produce lower cash flow over long holds.- it does not forecast rent growth or appreciation into the calculation.Those are not areas i desire to invest.  

I would be prepared to file for eviction etc. if they are 1 day late on payment, but would not actively be working to get them out if there is not a blatant current violation of the lease agreement. 

The refi or additional debt of any kind will impact the current performance of your property I'm never a great fan of selling a good producing property - unless I am certain I can improve the overall performance of my portfolio. 

For me, that includes late fees, the cost of the eviction filing, etc.
