Exterior damage to a building (forget who lives behind the wall) may well be a maintenance/repair issue for the HOA, if so, yes, assessments can be applied to pay expenses required when funds are insufficient or not budgeted.If I were in the HOA, I'd insist on the HOA assigning loss proceeds back to owners assessed so that when or if insurance pays, it can pay the assessment.

Plus I was mentally and emotionally drained after weeks of screening so many potential renters with 300-500 credit scores, evictions, insufficient income, fake landlords, fake employers, fake ID's ... after all that I knew better, but my judgement was clouded when I finally got a credit score over 700 and what looked like a decent paying job.

Re-appraisal of the property in late 2020 did not result in sufficient valuation in order to complete a cash-out refinance, however, I did an FHA streamline refinance which lowered my rate from 4.875% to 3.125%.
