Their aggressive marketing often relies on borderline harassment, and I personally get probably between 5-10 calls per day for various houses in my portfolio.

I just want to be proactive versus reactive to this, but don’t know the next reasonable course of action if the landlord continues to harass us well after meeting the terms of our agreement.

The tenant is correct that your other tenant having footage of the back door of their unit is inappropriate and a form of harassment.

Ask them to show you the section in the HOA covenants and restrictions that shows where you are responsible for someone else making this mess in the road.Also ask them for pictures or video evidence that shows you were the culprit since you know this couldn't possibly exist as you did not do this.Don't give in to their bullying.I'm sure there is a section in the rules that say you are entitled to Quiet Enjoyment and they shouldn't be harassing you.

They called police officers saying I was harassing them.

Some HOA members like to play god and will snoop through trash and require protective orders to get them to stop harassing your tenants.  

My husband would call the owner and harass him often (half joking about this part).
