Encapsulation is not an option unless I go down there and haul the dirt up and out of the crawl space one 5 gallon bucket at a time then re-set the floor joists currently supported by bricks and blocks sitting on that dirt as they did 100 years ago.

There are other requirements too such as if there are cattle grazing nearby, etc, but you will need to check this with a driller - they can tell you as they will need to submit this plan to the county for a permit anyway.An effective water well is completely dependent on the water quality and the water throughput (gallons per minute).
