FHA inspection, in my experience, will primarily look at safety oriented things, including chipping paint, exposed woods, hand railings, properly fitted windows, etc. 

Expose yourself in public or steal all the toothpaste out of Wallmart and nothing happens.

Not all, just all you were exposed to. 

With the number of available properties being that low you could honestly analyze every one of them so the specific zip codes and areas aren't as important as if you were looking with criteria that offered hundreds of results.I'd recommend getting on the list for some local wholesalers to help and increase the number of potential properties that you are exposed to. 

The way VA loans work, is there is a total maximum loan limit that you can be exposed to.
