My experience has been if you can't take the odor out, then you need to look at ways to lock the odor in.

The new carpet has been ruined by dog and people messes and, after professional cleaning, the odors still linger.

Since you stated you are going to replace the carpet I recommend spraying "Odoban" (about $10 for a gallon to dilute) or some other cleaner/smell remover over the pad (if you don't replace it since it will hold the odor) or on the floor if you remove the pad. 

I was going to do a SERIOUS OZONE treatment but then just opted to do duct cleaning and the complaining stopped after that.I'd make some attempts like duct cleaning to help and then say it is what it is...Also, has the tenant identified any specific area where the odor is coming from?

Its almost impossible to get rid of the odor no matter how big your additional deposit might be.

A close friend of mine had to replace Sheetrock to get rid of the odor.

I doubt you'll be able to institute it mid-lease, but definitely once this skank is gone, and you've spent a ton of time and money getting rid of the odor, you'll see the light.all cash
