I've got the title search done on a property and the title says it has a 2008 tax lien and about 6 judgements and fees from the city for grass cutting and boarding up the property.

Long answer is that if this is within US jurisdiction they will have to get a judgement in court for the amount first, then they can apply to have it as a lien on your property.

Like in the case of Chase, other liens like sewer, trash, water and any other junior lien like a judgements that were properly notified would be wiped out.In practicality what often happens is that the buyer can bring the oversight to the attention of the county and the sale can be voided.

Now if the person is analyzing the NOI and makes the judgement to pay $2,000,000 for $100,000 NOI then he thinks that NOI is more desirable than paying $1,000,000 for the EXACT same $100,000 NOI in a perceived less PROFITABLE market.
