I also added an excessive utility usage clause stating that if the water bill exceeded $66.00 she was responsible for the overages.

He should have said before coming that he charges X amount per hour, plus Y amount for mileage and tool usage.

It took four months to get them out, partly because we issued a notice with outdated wording we downloaded free off the internet, and we spent a month trying to "bribe" them out with cash for keys (BTW, please don't take short cuts by using outdated or inappropriate legal documents for your rental business to save money).

In your case, I would justify the intra-lease charge by pointing to the impaired usage of the property for the other tenants and the pet addendum terms calling for immediate cleanup of animal waste.  

I would stick them with the power bill and reduce their rent by the average monthly usage for the past year
