I would think if you didn't have a way to actually verify the tenants identity and addresses then you would still need to call previous landlords.

You can't compare two identical houses, using a market in California and compare it to a market in the Midwest, and treat them both the same. 3 - Probably the most important reason this whole thing blows up is this.
