The undeveloped land has all engineering and surveying completed to build out to I believe a 170 pad park.

Multifamily NW is the area's largest association of apartment owners and operators who twice a year survey their members on vacancy, rents and expenses.

The state did a cost of living survey 8 yrs ago   Remember housing expenses are about a 1/3 or so of your cost of living.

That being said, to me it sounds like the initial $670 fee you were charged was the " Initial Deposit" Here in PR ( and many places in the states as well) lenders charge a fee once you are under contract on a property to cover the initial expenses such as the Appraisal, Plot Plan ( in PR these are mini-surveys on single and multi-family homes), and the Estudio de Titulo ( title search). 

To date we have incurred significant cost to demolish, survey, dig, connect sewer, pour and prep the basement for backfill.

Ask them nicely to have their own survey done.

Being new to REI, I'm still trying to learn the nuances of surveying the demand for certain areas.

Survey: This is not a requirement, but it can be a great resource to making sure there aren't any encroachments on your land, easements, etc.

Thank you @Terry Campbell and @Chris Martin I have spoken to my designated broker at my office as well, and am working on getting a feasibility survey done so we can answer all the things you mentioned.
