I say, I'm sorry, but your service dog won't be accepted because it's not under control.He freaks out and, being a vet, maybe can get free legal help from the local legal aid society. 

even a crazy man or drug addict can do some work to earn his keep in society .

Of course in reality this is not always true but it’s a perception that exist.

It's how our society works effectively.  

You wont see a dime of the $$...So you have to ask yourself if the time, effort and some extra $$ are worth trying to make this issue possibly haunt this tenant in the future....show up when he tries to rent again, buy a house or a car etc.....For some the answer is YES.....I know the $$ is gone but I want to inflict some shred of accountability......if no one EVER does it, these clowns will keep doing it over and over.....someone has to at least try....For others, the answer is NO....its not worth my time and $$, let it go and move on....I understand the economics of the situation....but I hate to let people get away with ZERO accountability....that just contributes to many of the issues in our society

Being a landlord is not the time or place to enforce your personal worldview that tenants/people are too soft in our modern society. 

But I know the tenant perception can sometimes be that "local is better".  

It is the same cost to the tenant, but the perception is that they are getting less for their money for the $2150. 

The only time they want to hear from their landlord is when you are fixing a problem.The problem with giving gifts is it gives the perception that you have extra.

Give him a free month's rent and pay for movers to get him out and go live somewhere else.Sometimes, people have to run up against the limits of society to realize that it's time to change.
