If so, what is the typical investment strategy for improvements to boost equity? 

While the rents in my market for similar units are 1200-1300 (heat included) so I was going to go to 1100 on everyone, then I could get a nice boost in income, while tenants still are below market and would have a hard time finding somewhere cheaper, even after rent hike.

Note this is a temp solution to boost my credit score.

Are they boosting appreciation?

A nice side benefit (that I'm sure wasn't the goal) is it 'encourages' people to take fewer legal write offs to boost their tax return income so they can get a loan. 

He was also accused of violating the rent control laws in an effort to boost the value of the properties he bought.So is East Palo Alto really bad?
