Have you noticed any increase in water bill (usage) since the new line was installed? 

Each usage still comes with underwriting review, origination & broker fees, as well as a rate closer to 10% than 6% (I was quoted 6.99+ but my terms were for 9.65%).  

Let them buy their own and charge them higher rent to compensate for more water usage !!

Not to mention your tenants wondering why the water bill is SO MUCH HIGHER in the summer than it was in the winter (they may understandably wonder if they are subsidizing their neighbor's extravagant water usage - and you know who they are going to be asking about that). 

Can we deduct our usage from their utility somehow?

The minimum monthly charge will be more than an entire years usage, assuming you are just using lights.

Can a veteran's VA status be a strategy for investing?  And would anyone recommend using their TSP retirement account in any form for investing as well? 

If I'm only using one room of the 5 I plan to rent and the others are vacant due to work being done should I consider my "personal" usage to be 20% for the first year?
