What I have seen is Hcd has no means to enforce squat against jurisdictions that ignore hcd’s direction but maybe the jurisdiction will voluntarily concede to the Hcd interpretation.

The seller may anchor to that 5% interest rate because in theory they could put it in a savings account or CD and make 5% (ignoring taxes for now).
