What I am looking for is a structure (not a doublewide trailer) which would be assembled prior to delivery, placed on a prepoured foundation, and then hooked up to utilities with a minimal amount of on-site work needed to be done prior to occupancy.  

This is the space where an investor can continue to grow their portfolio even in this market.Now, if you don't want to do rehab and I don't blame you because I've found out the hard way in past ventures that I really really suck at carpentry and most things that aren't basic mechanicals like HVAC (I was an aircraft mechanic in a past life so I "get" things you can assemble with bolts better than how to cut wood in a perfectly straight line even with a jig), there are options to have general contractors and specialist subcontractors do the rehab for you. 

I've looked into how to build a team of "Airbnb Avengers", similar to assembling a team for my long-distance long-term rental purchase.

And start thinking about assembling a procedure manual - will you accept pets, how will you recognize a strong candidate, how will you establish the rent amount, that kind of stuff.

In a few cases when we needed a particular property to complete a land assembly as part of a larger scale redevelopment, we took the extra step of quieting title in order to protect against the possibility of any right of redemption.

.- Assembly: lights, smoke sensors, cleaned storm windows, door handles, cabinet hinges and knobs, blinds, lavatory and kitchen sinks, install shower heads and faucets.

Definitely the local city laws and ordinance play a key role when scoping out a project I will point out that no local jurisdiction in CA may make any rule or regulation in direct conflict with the CA state assembly bills/state senate bills passed.

Wasn't a problem with the lenders I work with... but I spent years assembling a network of investor friendly lenders.
