My brother looked at about 50 houses and they all had some form of lack of permitting, back taxes, no legal road access, etc.2.  

When a city grows just because people are escaping something else, then that growth can just as quickly shrink.I would be very careful about following migration trends without a strong, underlying justification.

If you are an agent investor or your brother is the agent, you're going to get the very best deals before Joe Shmo ever sees them.
