MA is indeed leading the way along with CA.Fannie Mae explicitly allow the full value of a system to be appraised if owned (or financed) and explicitly disallow the value of a system to be appraised if leased.

In MA, I have to establish separate security deposit accounts by tenant, for all tenants, and issue them an annual update and interest payments if any, Since I'm entitled to collect handling fees, interest rates are so low, that the handling fees exceeds the deposit, and it's written off.

@Anthony D'Errico If you're investing in buy & holds in MA, I *strongly* suggest that you look for a course on being a landlord in MA.

For example - Chelsea MA is the third fastest growing city in Boston metro and it is because it has access to train and is about 5 miles from Boston.

Something to keep in mind in MA is the lead paint laws.
