For what you are looking for, you need to be in the townships around the edge - Wayne, Pike, Perry, Franklin, and Lawrence are my favorites -- rents are between $1000-$1250 for 3/2 -- prices are between $100K-$150K but very competitive, so you have to jump fast and be connected so you get off market deals.

And honestly, just the threat of this type of lawsuit coming down the pike (especially on a lawyers letterhead) will often shake loose your earnest money. $200 paid to your lawyer to draft a letter like this might well be worth it.
