If a temp fix is to snake it out until he can get bids and get it done correctly, I think you're way too aggressive in your approach.

My favorite sets the temp automatically to 65 from 9 or 10 pm to 6 am then ups it to 68 between 6 and 9 am.

If anyone is telling you it can not be hacked or manipulated, they are lying or misguided. 

What he is doing is fraud plain and simple and he knows enough to electronically manipulate documents which tells me he is tech Savvy.
