Such a case as Barry described is probably the only one where I would agree to having the injuries verified by a doctor of the governments choosing.

I'll bet you can find a way to evict them, or make their "daycare" unprofitable by forcing them to operate in compliance with whoever regulates daycares in your neck of the woods.
