It is a struggle to keep them affordable and at the same times have high income people that want the place to be super nice.These days people like to threaten everyone with lawsuits which then intimidates the board to spend huge sums doing study after study and then all kinds of legal negotiating and on and on.

If you try the intimidation method (aka 'I could make you pay $XXX for breaking the lease) you put the tenant on the defense and they will not going up and out of their way for you... they will do just want is needed to avoid your threatening hammer of fines.

The tenants also ignore my letters, emails, phone calls and texts when I try to reach out to them. in one occasion I went to do a home inspection and they refused to give me access to the property and even threatened me to the point where I had to call the police.
