That is indeed something to be careful of, but these guys that i am talking to are teams specialized in steel constructions, and they travel and take jobs nationwide all the time.Construction prices in LA are ridiculous; You cannot build a decent modern home under $200-$300 per sqft these days, and you'll have delays and poor service.

Other than that, I'd say the kitchens will be your biggest expense, modern kitchens require approx 8 separate circuits per code....that will require a major electrical upgrade (I'm guessing even if each unit has it's own subpanel they will only be 60A).I don't see it working, but good luck if you decide to move forward.....

All of sudden a monthly gross revenue of $2600 looks far less valuable when $1800  - $2000 goes right back out the door.That said, many such buildings can be fine investments if you go in with your eyes wide open; have the capital available to modernize the building; and make the acquisition at a price where your total costs (purchase plus improvement) are supported by market rent.
