I suppose my original question was merely curiosity as to how the seller being overseas would affect the deal and if it would be a show stopper right from the beginning.  

Most often parents aren't requesting a written and legal contract to loan their kids money but if you can definitely make it legit, especially if there is some form of interest accruing on the money lent out.

This will continue to handicap the area because the high paying 21st century jobs will continue to accrue in places with a workforce suited to their demands.
