They get the bills from the utility, create professional looking utility bills based on the usage, and then send those bills to my property manager.

It likely does not distinguish between single story and multi-story, for example, or between usage: owner-occupied, rental, mult-family residential, multi-family commercial, etc.

Must be a Canadian thing - there is no place in the United States where it would not be legal to either directly meter from the utility or submeter a tenants usage.
