Take San Francisco, always a great example in extreme absurdities ;)  during the recession our mayor actually made some concessions so Twitter's HQ stays in SF, while at the same time revitalizing mid market street, which was a run down and drug infested.  

Empty properties that have been stripped and squatters that are stealing electricity and most of the time selling drugs out of the houses does damage to the city.What I would like is locals being the one investing into the city.

North Minneapolis is what I consider "D" area, with thugs, drugs, bullet holes etc.

There are a number of legitimate ways of disqualifying tenants insufficent income, evictions, drug history, insufficent work history, insufficent rental history, ect.There are tenants that know the Landlord-Tenant laws better than some landlords.

If he's paid in cash, how do you know he's not dealing drugs or doing something else illegal.

(Let's not forget the lice either).There are holes in almost every wall of the house...drug paraphernalia found in random parts of the house...open up a dresser and you find more trash upon trash...The in ground pool was half-full (trying to stay positive), the water turned a nice brownish color!

Sounded to me like the beginning of an AA meeting, so when it was my turn, I sheepishly said "Hello... my name is Jody and I'm a drug addict."
